                               RESOLUTION NO. 19388
                  
                  
                   A RESOLUTION RECOGNIZING MRS. RUZHA P.
                   CLEAVELAND FOR THE EXEMPLARY SERVICES SHE
                   HAS CONTRIBUTED TO THE CITY OF CHATTANOOGA,
                   HAMILTON COUNTY AND THE CHATTANOOGA-HAMILTON
                   COUNTY AIR POLLUTION CONTROL BOARD, AND
                   AUTHORIZING THE MAYOR AND THE CHAIRMAN OF
                   THE CITY COUNCIL TO EXECUTE A JOINT
                   RESOLUTION TO THIS EFFECT.
                  
                  
                                                    
                  
                  
       	    	 WHEREAS, Mrs. Ruzha P. Cleaveland has provided exemplary
       service to this community as a member of the Air Pollution 
Control
       Board from August 1983 until February 1992 and has served as
       Chairman of the Board from January 1988 until February 1992; and
       	    	 WHEREAS, Mrs. Ruzha P. Cleaveland served as Chairman of
       the Board during the accomplishment of the reduction of ambient
       concentrations of ozone air pollution within Hamilton County to
       have Hamilton County officially declared in attainment of the
       National Ambient Air Quality Standard for ozone in December, 
1989,
       distinguishing this community as one of very few communities in
       the nation to have done so; and
       	    	 WHEREAS, it was also during Mrs. Ruzha P. Cleaveland's
       tenure as Chairman of the Board that the substantial U.S. Clean
       Air Act Amendments of 1990 were signed into law and 
implementation
       was begun locally, including particularly the accelerated
       development of a toxic air pollution control program; and
       	    	 WHEREAS, Mrs. Ruzha P. Cleaveland, representing the Air
       Pollution Control Board, likewise served as Chairman of the South 

       Chattanooga Environmental Task Force, comprised of 
representatives
       of area citizenry, industry, and government and dedicated to the
       task of assessing the environmental needs of South Chattanooga 
and
       making appropriate recommendations to the Mayor and City
       Commission, from the inception of the Task Force in January 1987
       to the completion of its mission in February 1988; and
       	    	 WHEREAS, Mrs. Ruzha P. Cleaveland, representing the Air
       Pollution Control Board, additionally served as Chairman of the
       Chattanooga-Hamilton County Hazardous Waste Task Force, composed
       of City and County representatives and charged with the task of
       developing and recommending local commercial hazardous and 
medical
       waste regulations, from October 1990 to February 1992; and
       	    	 WHEREAS, Mrs. Ruzha P. Cleaveland has taken an active
       leadership role in the effort to improve the environment and 
local
       air quality in particular, giving unselfishly and freely of her
       time, energies, intellect, and skill; and
       	    	 WHEREAS, Mrs. Ruzha P. Cleaveland has consistently
       provided integrity, professionalism, balance, and grace 
throughout
       her many years of service to the community, receiving the respect 

       of industrialists, governing bodies, and environmentalists alike; 

       	    	 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
       THE CITY OF CHATTANOOGA, TENNESSEE, That the City of Chattanooga
       hereby unanimously expresses its sincere appreciation and
       gratitude to Mrs. Ruzha P. Cleaveland for her years of community
       service, her efforts to enhance and improve the air quality, and
       her commitment to ensuring a higher quality of life for current
       and future generations of residents of Chattanooga and Hamilton
       County; and
       	    	 BE IT FURTHER RESOLVED, That the Mayor and the Chairman
       of the City Council be and are hereby authorized to execute a
       facsimile of this Resolution to recognize Mrs. Ruzha P. 
Cleaveland
       for the exemplary services she has contributed to the City of
       Chattanooga, Hamilton County and the Chattanooga-Hamilton County
       Air Pollution Control Board.
